House task force recommends incentivizing open-source AI development

A landmark report from the House artificial intelligence task force has flipped the framing of policy discussions regarding “open” foundation models from one oriented around their restriction to one encouraging their proliferation.

“Recommendation: Encourage innovation and competition in the development of AI models,” the report reads. “This could include helping to set norms about technical safe harbors for public interest AI researchers, direct incentives to support open-source development, and more.”
