Software group urges DOJ away from data transfer restrictions in bulk-data rule

The Department of Justice’s China-focused final rule on bulk data veers into restrictions on data transfers that could disrupt both business operations and tech innovation, according to BSA-The Software Alliance.

DOJ on Dec. 27 released its final rule to implement President Biden’s February 2024 executive order on “Preventing Access to Americans’ Bulk Sensitive Personal Data and U.S. Government-Related Data by Countries of Concern.” The rule has significant AI implications, as discussed throughout the regulatory text.
