Security analysts warn of strengthening China-Russia ‘axis’ for AI dominance

Researchers at the politically connected Special Competitive Studies Project are warning that an “upward trajectory” of collaboration between China and Russia on artificial intelligence poses a new threat that transcends “historical differences” and involves North Korea and Iran.

“China and Russia are forging a powerful AI partnership, cemented by their 2022 ‘no limits’ agreement and reaffirmed in early 2025,” says an SCPS analysis released in its March 31 email newsletter.
