Rep. Moolenaar offers Commerce chief a ‘threshold’ approach to keep China dependent on U.S. chips

House China select committee Chairman John Moolenaar (R-MI) has provided Commerce Secretary Howard Lutnick with a detailed proposal for governing advanced artificial intelligence chip sales to China, through a “rolling technical threshold” that would define covered chips along with steps to limit that country’s aggregate compute power.

Moolenaar in an Aug. 25 letter to Lutnick says export control policy “must continue to ensure China’s dependence on U.S. hardware, protect U.S. semiconductor companies, [and] limit China’s AI capabilities.”
